IPC 406 By Mother In Law

My brother's wife has taken jewellery of my mother. She was residing separately with my brother. On nov 13 2017, she came to our home and and asked for mother's jewelry by giving reason that she has to go to her cousin's and two other marriages so she would wear different jewellery on different marriage. Despite of knowing her bad intention we were compelled to give her jewelry as she was threatening us for false case. My father agreed to her and said ok take the jewelry of my wife and my wife will go with you after first marriage return her jewelry to her and she will come back, sister in law agreed but after reaching kanpur she left with her brother to her mother's place and said you go to marriage place i will come at night. Now she was not even come to her cousin's marriage.. Next day my mother called her to return the jewellery she said no need to worry i will take care of jewellery i have to attend more marriages.. We have only one proof that my mother recoded this above mentioned call... After that on july 2018 she(my brother's wife) filed 498a and all cases from her mothers place (ie., Kanpur).. Now my ques is that on the basis of above call detail can my mother file case under 406ipc from here (gzb)..
