File FIR under section 420 and 406 initially, if not taking then write written complain in your own knowledge to Sr police station and cc to commissioner and all higher authorities.. Then also not work is happening then file private complaint.

File a private complaint before the First class Magistrate court of the area for the offense of cheating and get it entrusted to the police for investigation and further procedures.
