If the abusing was done through the mobile phone that is an offence under cyber laws and you may approach the cyber cell of the Police at your area with a complaint. If the abusing was occurred through land lines that attract penalties under the Indian Telegraph Act. You can approach the SDE of Telephones of the area with a complaint. Proper action would be taken by the authorities against the culprit in either case.

State clearly whether abusing was done through mobile phone or land phone. Both have different laws and punishment.
