Public Interest Litigation is the appropriate remedy.
You may file PIL in the High Court under Article 226 of the Constitution of INDIA. District Courts have no jurisdiction to entertain PIL.
Firstly PIL cannot be filed in District Courts, you have to file PIL either in High Court or Supreme Court of India. For filing PIL, relevant docs.have to be arranged first and also keep tracking report of your complaints send to L&R Deptt and any other Authority.
PIL cannot be filed in the district court. PIL can be filed only in the High Court and Supreme Court of India
