Ragistrar Of High Court Can Do Something?

my wife did false 498A complain. I hve conclusive evidence. now before charge stage matter has settled at state legal service authority. then after getting money now wife is not coming at court and violating conditions of agreement. magistrate is not passing any order but verbally stated when petitioner will come I shall start evidence. now if I send complain before ragistrar of high court with documents of false complain then can I get any relief, & shall i return back my money which i hve given as per agreement at state legal authority as per order of High Court.
