Regarding Threatening Emails And Messages

Hello Everyone, Plz confirm if some one sends threatening message or emails is that a punishable offence. Is criminal case be registered against that person. Also if that person says that some other person sent that message on his behalf so who will be liable for that , Please reply. Thanks
