Section 420 And 34

Hello, My name is akbar. i Have filed a F.I.R against few peoples under section 420and 34 who cheated me a sum of Rs 10 Lakhs. During the investigation police track all the call records and details and found them guilty. But police is only able to recover 40000 from one person. Other recovery were not made , though they were arrested . One guy is missing and the other people are putting blame on him , that he took the money. Well personally i feel, police have taken some bribe and buying some time , Its been one and a half year now, chargesheet is still pending as everytime police people says that once they find the missing person, they will file the chargesheet. What should be my next step
