Where Can Investigation Report Be Challenged.

We being the co-tenure holder of government leased land filed a police complaint against Mr. X (the other co-owner) and the district magistrate office officials including SDM, about illegally obtaining/granting selling rights of government leased land. Apart from obtaining selling rights, Mr. X sold the specific plot no's of the joint property, which has motor road and structure (Tin shed). Mr. X had no document which could prove his individual possession on the specific plot. Moreover, this is a well-settled law that in co-owned properties all co-owners have equal rights over every inch of land. Apart from these forged Khasra was prepared by revenue sub-inspector and some documents were manufactured. But the Investigation officer twisted the facts and diluted the report by lame excuses as it is clerical error and relying on accused statements, and closed the complaint without requiring any action. The FIR/NCR was never registered. My query is that where and how we can challenge the investigation report. and can request to register FIR with a request to Appoint IO who must be senior enough to investigate District Magistrate office. In the absence of which, an unbiased investigation is not possible.
