Divorce

My sister got married in the year 2011. Her husband's family members used to torcher daily physically and mentally. My bro-in-law's sister is working as Circle Inspector. In the year 2015 we filed a case on them in the court and the court sent that case to police department. But the police didn't do anything. Four months back police take up the case and asked my brother-in-law and his family members to surrender. Both parties agreed to file mutual divorce. Now my brother in law's sister as she is Circle Inspector gets stay from high court not to arrest them though agreed for mutual divorce. Now we do not know what to do, our lawyer told us to file a case in high court to vacate their stay and also informed us it costs in lakhs. We are not financially well so that we cannot bear those expenses. Police department didn't do any justice, now they got stay through court stating that there was a delay of two years. Please anyone kindly advise what to do in order to get justice. Thanks.
