    only a judge can sign an order and no one else can sign it nor is anyone else needed to sign it. an order need not be signed by a witness, it holds the competense of law.

    You file a petition in divorce. it could be against the spouse on the grounds stated in the act or by mutual consent in 13B. A divorce is not a contract or a agreement which needs a witness.
