Landlord Not Returning Security Money.

Hi, I live in Noida in a flat which I rented 3 months back. I had an issue with electricity and other facilities in the society so I decided to vacate the flat. I have given notice for the same 1 month ago as per agreement. But now the owner is not ready to return my security money. She says you cannot leave I have loans and all so you cannot leave. I told her that I have to leave Noida then she called my office and checked with my HR. She switch offs her phone and she only talks to society guard and maintenance people. They are also fed up of her and they told me you handle it by yourself. She doesn't receive my calls and neither she is returning my money. I vacated her flat on 30th of April. She lives in Chennai. I have visited her flat each day after 30th because she said she will be sending someone to inspect but no one came. I don't know now what should I do. How to get my security money back. I have paid all the dues also, electricity, gas, maintenance. But then also she is not ready and never picks up my phone. Please help me I am really not sure what to do. Thanks in advance.
