yes,give him notice for rent agreement revoked by his default after that file a suite for Eviction and do not accept the rent during this period.

Send him a lawyer notice to the effect. Also let the Electricity board disconnect the connection for non payment of dues. Then file a petition for his eviction in the concerned court or Rent Controller as the case may be.
