Marriage Registration Of Couple From Different States

When inquired for marriage registration, the agent asked us to provide, First marriage certificate for both the bride and groom. Bride is from Andhra and Groom is from TamilNadu Groom got the certificate from VAO, However the bride side VAO is not providing the certificate as we requested it after marriage, Stating he can provide only 2nd marriage certificate now. We even asked him to mention that the marriage happened on this date is the first marriage for the bride, Still not providing. Agent says cannot do anything without the certificate. Any advice.
