Dear Sir, Before jumping into court, send a Legal Notice through a lawyer. Why: It shows you are serious and often pushes dealers to settle immediately to avoid litigation. Content: Demand a full refund of ₹67,000 (bike cost + RC fee) plus interest and compensation for harassment within 15 days, failing which you will move to the Consumer Court. 2. Consumer Forum (Consumer Court) Since the dealer failed to provide the service (ownership transfer) for which they took money, this is a clear case of "Deficiency in Service" and "Unfair Trade Practice." Jurisdiction: You can file a case in the District Consumer Disputes Redressal Commission in Mumbai/Thane. E-Daakhil: You can even file this complaint online via the e-Daakhil portal. Claim: You should ask for the full ₹67,000, interest, and costs incurred for the "mental harassment" you mentioned. 3. Police Complaint for Cheating Under the Bharatiya Nyaya Sanhita (BNS)—formerly Section 420 of the IPC—you can file a complaint at the local police station for Cheating and Dishonesty. The dealer took money for a transfer they never intended to complete or failed to complete, causing you financial loss. Sometimes, just the threat of an FIR (First Information Report) is enough to make a dealer refund the full amount
