Hello Binod, If the charge sheet is not filed, you can approach court u/s Section 482 of CrPC which specifically says that " Saving of inherent powers of High Court Nothing in this Code shall be deemed to limit or affect the inherent powers of the High Court to make such orders as may be necessary to give effect to any order under this Code, or to prevent abuse of the process of any Court or otherwise to secure the ends of justice." Time limit is before filing the charge sheet. When it comes to not registering your FIR, you can approach higher authorities. if they also deny to register it you can go to Magistrate court u/s*Phone*of CrPC thereby praying that Police to register the FIR, Investigate the case and file the Report / Charge sheet before him. Fir can be quashed before filing of Charge sheet or before the comemecement of Trail. If a particular station refuses to Register a Complaint approach higher officers as ACP or Commissioner or Superintendent. Other wise send your Complaint thru Registered Acknowledgement Due Post. They have to Register your complaint.
