How To Get Back My Certificates From My Work Area

I am a teacher i worked in a school for 6 months due to colleagues bullying i plan to resign my job and informed to principal.she informed about this to correspondent .the correspondent said that she will return my certificates if i have payed my salary of a month to them.Is it legally good.
