Regards Transfer Under Spouse Joining

I am working in a PSB bank as probationary officer in Tamilnadu. My wife is also working in state govt job in my own state Andhra Pradesh. Due to different state postings I requested my organization under spouse joining because my wife is state govt. But my organization is rejected the request showing administrative reasons. As per govt guidelines DOPT if both are employed if one spouse is centrally transferable and other is state government then spouse of centrally transfered to be posted near the spouse working area. Even I intimated the same to my organization they are not considering. My colleagues are suggesting t send a letter to ST commission through my wife. Because my wife belongs to ST and the action by means of commission is quicker. Please guide me in this issue.
