I think your simple way, you consult with local lawyer and make a PAN Card through Affidavit (Ex. Magistrate)

I think your birth has not been registered.. so you have get birth certificate from court... it is better consult in your local lawyer....

in which please you are born... if you born in municipality area you can file application in municipality ....or if you are born in village . you can file in village office...
