Need Advice Regarding Indian Passport/ Immigration Checks

I was issued passport in 2018, at that point I was studying in college. My passport was scheduled for delivery when I had winter vacation, so I wasn't available during first attempt but I got my passport during second attempt. Meanwhile, a Show Cause Notice was issued for the same reason and stating that I need to clear it. I never received any notice through post but I swiftly replied back to RPO and Passport grievance email addresses. Now, I am not sure if it is still open or closed and I have an international trip planned (with booked tickets) in August. Can somebody suggest me what should I do as visiting RPO is not an option as it is way to far from my current location and I already tried contacting RPO many times but no response.
