Avoid A Stay Order

i had planning to build a new house,i have acquired the necessary building permission for the construction which states that i need to provide a fire gap of 10 ft from 2 sides and no fire gap on one side i e i can go blind(no fire gap on one side ). However i suspect that if i go for blind from any side ,my neighbors will get a stay order on my construction which might result in suspension of my construction.Is there any legal way that i can follow to prevent them from getting a stay order...
