Cooperative Housing Maintenance Society

Some of the owners from the apartment complex where I own a flat, went ahead and registered a co-operative housing maintenance society (23 in all as per the minimum members required). Now they are asking all the owners to be part of the society and kind of dictating. The share capital is Rs. 1000 and each owner is required to pay that amount plus Rs. 100 as admission fees. My question is that is it mandatory for all the owners to have the shared capital. -Can a group of 23 owners in this case go ahead and register the society without having majority of the owners consent. - Is it mandatory for every owner to be part of society by paying the said amount. -vWhat is the legal standing of such registration in the absence builder not completed the construction site yet and has not vacated/handed over the complex.
