As per agreement , if the builder fails to deliver the property within mentioned date, I can send a notice to them to cancel the agreement. The agreement also says they will refund the full amount taken on any head within 60 days of cancellation of agreement. Please suggest if I can get the full money refunded.

yes, you have full right to get back your full consideration in the event of failure to deliver the possession of the property.you can approach the consumer forum for your redressal.
