Neighbor Has Made Open Balcony In My Plot, Keeping Lab Ours On Roof

Mine is corner plot with ground floor residential construction. Have two neighbors left the side and back side. Backside neighbor has given balcony inside my plot (constructed transparent iron grill boundary instead of opaque brick terrace boundary ) he carries out Glass cutting business in that building and has kept labor on the rooftop (3rd floor) Their labor from UP/Bihar takes bath in open, shout and make a nuisance, We can't use our home space due to them, can't sit in our garden cant roam in our plot (big plot, have empty space in-spite of construction) I have requested owner many times, but to no avail, he did nothing at ll nowhere I have seen anybody leaving open/iron grill boundary inside neighbors plot like my neighbor has left open. What can I do so that he makes a suitable boundary wall of 8-10 ft in height so that our privacy does not encroach? Please Help.
