Neighbors Ethics

I own a building and have given the houses for rent. Around 5 families stay in that building. Next to it is an empty plot. Owner has grown lot of trees and plants earlier and now has left it without cleaning it since years. There are snakes in it, mosquitoes are breeding and there is foul smell troubling the residents. Children can't play on the road as snakes keep moving around. And the road is part of the plot. The owner who is close to the main road to which my road is to be connected has thrown marble debris and has made the road very slippery and very difficult to connect to the main road. Can this be solved legally?
