Property Issue

My mother has received a land as a gift before 30 years from his brother with out any legal document.His brother as expired and the patta passbook is in his name.The property is maintained by my father since 30 years the electricity bills is on my father name.what is process to register my property. or How to get any legal documents on my father or mother name as a ownership.
