Unable To Get Token Refund

At Mahindra first choice wheels, I had selected Hyundai eon at one of its distributors, also did a payment of Rs. 25,000/- as a token. But due to some medical emergency I had to cancel my booking in a few days, I requested distributor to refund the total amount, but he said it's nonrefundable & its mentioned on the receipt. As of now he had put offer of returning back 60% amount but won't pay 40%. I requested him to show any legal documents where it is written were token amount is not refundable, they weren't able to produce. Also, took confirmation from a distributor that as no work was done on the selected car after booking amount was paid, so what's the reason for deducting money, got answer it's under their policy. Currently I am helpless, how to get my money back.
