Bank Disbursement Related.

There was demand against my flat and bank disbursed half amount from demand and too late. I was in discussion with bank RM for disbursement when she is not working on my case then I raised a request in customer care and in time being there was my argument with bank RM also. I am really harrassed and can't handle it too much can I move to consumer forum as late disbursement will cause me extra penalty.
