    under article 226 in high court and under article 32 in the supreme court. U can write to the hon'ble chief justice though bt that wont be a legal procedure. Would suggest you to take a legal path rather than fumbling out with other ways.

    you can file a PIL for the same in the high court. It can be due to few valid reasons even as there is no proper appointments and more of strikes which skips the hearing date. I would suggest you to look into the further dates and talk to your lawyer for putting up the record on that very date and take short dates for the future process.
