Procedure To Vacate Stay Order

I am a decree holder in the orders passed in consumer forum. Since the judgement debtor failed to comply with orders, I requested for execution proceedings against him. After several arrest warrants, the judgement debtor applied and obtained a ex-parte stay order for 4 months in Consumer reddressal commission. Also enlighten me if I have to notarize the advance application to vacate said stay order
