Abhijit Harale here from Mulund East, Mumbai, Here I would like to clear out my primary query's that, 1) I want to sell out my own flat but society is not formed yet so builders NOC is required in that case. 2) Since I want to sell out my resale flat to the new buyer so stamp duty/registration is applicable for the same.

Yes, otherwise the builder may make issues at the time of formation of Society and new purchaser will be in fix.
