dear himansu, read the terms n condition of contract agreement, there shall be some clause for time breaking performance of contract, if it is and work progress is not like that, then it is a matter of breach of contract, just give him 7 days notice to perform n to complete his part of agreement till today and according to contract agreement, if he fails then give him final notice intimating the termination of agreement, after u can claim damages too for harassment and losses incurred due to non performing the agreement.

Give the legal notice and ask for work as per terms and conditions if he fails to do so then claim the damages for the loss occurred by you in the civil court.
