    If B succeeds it depends on what Judgment Court passes. Yes Court can stop Construction. The Suit cannot proceed exparte without notice to other side except interim applications. But yes if A wanna appear without notice being served then he is allowed to file Vakalatnama (Document authorizing to appear and fight in case) and in this case Notice will be deemed to be served...
