do I need to take any permission/ intimate any legal authority to construct road in my property? the said road will be 3m wide and 60m long asphalt road which will connect SH in a village. If I don't inform authorities what could be the worse consequences

no permission is required unless you are distructing any building etc, you can lay road no problem.
