Gaothan Property City Survey Work Pending Since 10 Years

I own a gaothan property and the city survey work is pending since 10 years.the officials have kept the work pending saying that it's a agriculture land and we need to do layout...we have court order which stated it's a gaothan property and instead of court order the officials are in a denial mood stating that in our records the land is agriculture land so how to proceed further??
