Dear Raghavendra In case of joint ownership, each person has equal share in the property. Your mother has 50 percent share and 50 percent share of your deceased father. Since, Your mother is not absolute owner of the entire property she can't sell the same property. First of all, It is advisable that to get mutated of your father share in the name of legal heirs i.e. You and your mother. Attach death certificate and do the same.
