IT Notice For Cash Payment Of More Than 20000/- In Land Deal

We bought land from a real estate owner. It was 200 square yards with a rate of 11,100 rupees per yard (i.e total of 22,20,000/- rs). I did payload as following a. 1 lakh on 07-7-19 b. 2 lakh on 21-07-19 c. 19,20,000/- on 28-07-2019 He gave receipts of money on his agency's receipt .later told us that owner is not giving land. He returned 10,00,000/- in oct 2019. The same day we submitted 1 lakh and 2 lakh receipts to him and kept 19,20,000/- receipt on which he mentioned on the backside that 7,00,000/- have been paid back from this 19,20,000/- and remaining are 12,20,000/-. After that, he is not returning any single penny. I am planning to file a police complaint but people close to me are suggesting that I will be charged by IT department the same amount (100%) as a penalty as it's not legal anymore to pay more than 20,000/- in cash for property deal. Please advise what I should do. There is no option to talk to the estate owner and getting money peacefully.
