    RTC is not title deed , RTC is only for revenue purpose, If have the sale deed your are owner of the land. if you are in Karnataka, for this civil Court have no jurisdiction, you have to appeal to revenue court to change the name in the RTC as per Sale Deed. civil suit for declaration of title is not necessary . if you have any further information call me I will give information on it

    yes you can file a civil suit against the old owner in regards of deceleration of title .
