    Yes you can send notice to your vendor for reimbursing the amount paid by you to the Department, under the agreed clause of indemnification referred in your Sale Deed. Further, if he / she fails to honor your notice, you can file suit for recovery of money.

    It is advisable under the circumstances to get a Legal Notice served upon the previous owner of the property agitating for your right.
