Mutation Of Land

Dear Sir, I bought a land in West Bengal in 2012. All the papers in the land were correct. Only mutation papers were not available. Whose land was this, he gave this land to our old land owner.No other paper was given. Due to which the old owner did not update the mutation to his name. So kindly guide me how to update my record in land mutation record.
