Regarding 1st question need to file a complaint in police station against the person. Regarding 2nd question need to file a complaint on the concern electricity board.
yes it is misuse of funds a complaint can be given against them as per society rule and regulation to the police if the metre is not in his name than he can not surrender the same without the consent of owner
