Collect the site plan.. also check your construction agreement for the required clauses. then you can approach local authorities to stop it

get the copy of sight plan/building as before permission it has to be passed from authorities if he is not doing as per permission then make a complaint to the authority . work will be stopped, license can be cancelled ,fine may be imposed consult me for complete knowledge
