is village development officer have right to convert government land into private land? I wanted to buy a property from X person. But I heard that this property was initially government land. But after 20 years X person with the help of village development officer converted this government land into private land. My question is that can I buy this property?

no he can't... land use can't b changed... or if he does kindly check all the documents and consult the advocate...
