    You can file a criminal complaint for cheating, criminal breach of trust against the seller and broker both and can also file a civil suit for recovery of possession from him. If police does not register your case then you can go to court u/s*Phone*for registration of your FIR, after doing some legal compliances, which your counsel will help you. All the parties can be named in one notice but take help of some local lawyer and keep a copy of tracking report of RAD.

Use your legal power and approach the higher authorities or use slum slogans against him in the area so that he lose his reputation and come for compromise. Legal process may take years.
