if there is a written agreement then mark your presence in revenue department on that day if no agreement then send him a legal notice with a date to come for sale deed you can make a police complaint also

Dear Sir, You can send a legal notice to the seller for refund/possession of the amount paid. In case the seller is not responded then you can file a suit in Consumer Court. If the seller is builder registered under RERA need to approach the state RERA authority. You can also file a complaint in police station against seller for cheating.
