Slight Deviation From Approved Plan And Missing Title Before Conversion

Please help me to decide if I can buy the site in Bangalore south. Its A khata site. 1) The site I am interested to buy has 30Ft road in front but the layout plan was approved for 40Ft. Will, there be any consequence in future if I buy. 2) The site has the conversion order in 1997 and site has 1 owner, no other transaction have been made later. But before the conversion of the site, the current owner does not have many papers to prove title. Is it safe to buy this site.
