Society Chairman Not Letting Parking And Dish Connection

Our society chairman has asked us to park our car out of the society complex on road inspite of our owner providing us his very own parking space inside the complex. He is very rude and dismissed our request on his will. he says you cannot park in other's parking space even if its between owner and tenant who has agreed. Should we get an agreement done for parking as wel. he is not allowing dish connection as well only cable tv. He says read byelaws ..and tht we have no right to question his decisions.
