Society Letter For Passport Police Verification

Hi, passport office thane has granted approval for passport. In police verification, they asked for rental agreement. We had originally registered rent agreement in 2017 however we could not renew the rent agreement because owner moved to punjab and we are staying in kalamboli, navi mumbai. So police asked to get a society letter certifying the period of stay on their letterhead. Society secretary and chairman is refusing to provide the letter. What can I do now. Police has told me that if i wont get the letter by 21st nov, 2019 evening 6pm, my police verification report will go negative. Pls help on what to do.
