first of all you are saying wrong that there was no rule to register the property at the time when you had purchased

if you have valid transaction papers, you can file a suit for positive Injunction. this will force them to sign the papers. Regards

ask the party to file a suit for heirship... when they get the heirship of that property uh may ask them to register the property on ur name... if they don't send a legal notice to them. that uh may take legal action against them if they don't might it will make pressure on them.. or at extreme condition uh may recover Ur money back from them.. after filling a suit for recovery coz they are liable to pay the money being as the legal hier of the property

send them notice for signature if they don't then file a civil suit for that.
