Village Half Constructed Home

Hi, my father an army personal was building alternative house for family in our native village in Ratnagiri. But he passed away midway. Now house is half constructed with proper roof with no doors & windows. Currently i am not finincially sound to complete the house.Also my mothers health is failing. My query is what should be my next legal step so no illegal activity is carried out. I will like to add here that my father had legal battle with his brother in army court relating to property, which he won.I hope my query will be solved in best possible way.Thank you.
