Car Park Issue

I have purchased a flat from a builder and he committed to give the car park in my block itself, but at the time of procession he gave me the car park in opposite block which is causing me lot of inconvenience. The car park under my flat is given to opposite block flat owner and I got under his flat and he is not accepting to exchange the car park. Builder is also not accepting. Can I raise a complaint with RERA .
